Davao City Cooperative Dev’t Council, advisory board formed

Acting Mayor Sebastian Z. Duterte issued Executive Order (EO) No. 23, known as the “Executive Order Establishing and Organizing the Davao City Cooperative Development Council (DCCDC) and the Cooperative Council Advisory Board of the city of Davao, defining their duties and functions, and for other purposes” on January 8, 2022.

“In order to provide a system for policy consultation and coordination of cooperative programs and projects established and to be established in Davao City, it is necessary for the city government to establish the Davao City Cooperative Development Council to serve as a instrument for collaboration, consultation and coordination in the implementation of the various cooperative programs and projects implemented in the City”, states the OE.

OE 23 cited Section 15, Article XII of the 1987 Constitution, which states that it is state policy to promote the viability and growth of cooperatives as instruments of equity, justice social and economic development.

Section 2, paragraph (c) of Republic Act ‘No. 7160, or the Local Government Code of 1991, also states that it is the policy of the State to require all national agencies and offices to consult periodically with appropriate local government units, nongovernmental organizations and popular and other relevant sectors of the community before any program or project is implemented in their respective jurisdictions.

The new EO also cited Section 4(cc) of Republic Act No. 11364, also known as the “Cooperative Development Authority Charter of 2019”, stating that the Cooperative Development Authority (CDA) has the power to establish the formation and organization of cooperative development. councils at national, regional and municipal levels in order to provide the cooperative movement with a system of political consultation and coordination of programs in accordance with the guidelines it prescribes.

CDA Memorandum Circular No. 2022-03, Series of 2022 covers the formation, organization and operation of cooperative development councils at the national, regional, provincial, municipal and municipal levels.

The DCCDC consists of the city mayor or his duly authorized representative as chair and the city administrator as co-chair.

The members are the city’s cooperative development agent; city ​​directors of national government agencies with cooperative programs; Representative of the municipal development council representing the cooperative sector; Chairman of Sangguniang Panlungsod FO Cooperative Committee; the presidents of the secondary cooperatives of the Federation and the Union; presidents of primary cooperatives in the city’s 11 political districts; representatives of non-governmental organizations with cooperative programs; CDA RFO 11 representative; and a representative from other offices with cooperative programs.

However, representatives of the Bureaux of Members of Congress may be invited as special members without the right to vote.

All DCCDC members are requested to appoint their respective alternate and permanent representative in their absence.

The DCCDC is mandated to assist the municipal government of Davao in the formulation of its cooperative development policies; coordinate, harmonize and monitor the implementation of the various cooperative development plans, programs and projects of the Davao City Government, national government agencies, government financial institutions and non-governmental organizations

Government bodies in the Council’s field of activity; oversee and monitor the Philippines Medium Term Cooperative Development Plan (MTDPCP) through the collective efforts of all sectors and develop the necessary mechanisms in accordance with the MTDPCP; support, assist and participate in the holding of cooperative activities such as, but not limited to, the celebration of the cooperative month, and the planned cooperative congress and summit; and to actively and firmly promote observance at all times of the universally accepted cooperative principles as reflected in the Cooperative Code in the performance of the above duties.

Meanwhile, EO 23 also formed the Davao City Cooperative Board Advisory Board (DCCCAB), which is responsible for providing non-binding strategic advice to the Davao City Cooperative Board. It will be headed by the city’s Cooperative Development Officer and the members are the Chairman of the Cooperative Committee and the P0 of SP, a representative of CDA — RFO 11; one representative from the NGO with cooperative programs, and one representative from the NGA with cooperative programs.

The DCCCAB will provide up-to-date knowledge, critical thinking and analysis to assist in Board decision-making processes; to help the Council acquire new knowledge and provide information and specialized advice in the resolution of problems and/or conflicts related to the implementation of various cooperation programs and projects implemented in the City; and perform any other related function that may be designated by the DCCDC.

The Davao City Cooperative Development Office, as the secretariat, will handle all administrative and secretarial functions.

The Davao City Government will bear the operating costs of the DCCDC and its advisory board, subject to accounting and auditing rules and regulations.
