Summary

The Project Manager for UK Public Health Rapid Support Team (UK-PHRST) Operations and Deployments will be responsible for managing the day-to-day operations of the UK-PHRST office and Director. They will be required to provide a high level effective project management function as well as business support to the team. They are required to ensure that systems and processes are in place to maintain a rapid public health response capability, capable of deploying within 48 hours, as well as supporting the director to ensure that the appropriate expertise is identified, prepared, rapidly deployed and safely returned for international emergencies. public health responses.

Project management

The job holder will:

  • Take overall responsibility for the full range of project management processes, including: effective use of resources, identification and escalation of risks, and initiation of corrective action as necessary
  • Produce project documentation to enable accurate and up-to-date reporting on the progress of project deliverables using appropriate methodology
  • Develop and deliver written and verbal reports, briefings, annual reviews, logframe and implementation plan independently as well as in collaboration with the Program Manager
  • Liaise with senior management of external agencies and contributors to enable input on key documents and report on progress of project deliverables ensuring delivery of agreed benefits and outcomes
  • Lead processes (as required) to enable effective monitoring and evaluation of the roll-out, including but not limited to collecting evidence for logframe reports

Operations and deployments

This includes:

  • Support the Senior Management Team in ensuring accurate and timely financial budgeting, expenditure, forecasting and reporting on the operational aspects of UK-PHRST’s work, ensuring value for money (particularly deployment costs and medical expenses)
  • Lead and manage the safe, efficient and timely movement of staff to emergency and non-emergency situations ensuring that safety and security processes are adhered to
  • Occupational health processes are maintained and reviewed
  • Lessons learned are captured and recommendations implemented
  • Act as the UK-PHRST focal point for the World Health Organization (WHO) and the Global Outbreak Alert and Response Network (GOARN) and work with other partners (in particular the Foreign Commonwealth and Development Office (FCDO), Department of Health and Social Care (DHSC), UK Emergency Medical Team (UK EMT) and UK Med) to ensure prompt communication and coordination of all UK travel- PHRST
  • Lead compliance with HMG travel expectations across the program
  • Provide critical review of situation reports and end of mission reports as required

Management and direction

This will involve:

  • Line management of a small team of staff and deputizing for the UK-PHRST program manager if necessary

Reserve Framework UK- PHRST

Related tasks include:

  • Lead the development and recruitment of the UK-PHRST Standby Framework alongside UK-PHRST partner organizations and manage this through UKHSA social bodies until endorsement and adoption
  • Manage the UK-PHRST reservist register and ensure the engagement of reservists and their line managers
