Regional Coordinator of Mental Health and Psychosocial Support (SMSPS)

Responsible for the design, implementation and technical oversight of all MHPSS programs conducted directly by medical team staff and indirectly through local MHPSS partners as part of the regional response in Ukraine. Take the lead in the coordination and monitoring of regional MHPSS programs by ensuring service quality, oversight, reporting and capacity building of staff and volunteers within MHPSS. Represents MTI in relevant MHPSS TWGs in collaboration with Ukraine Response Medical Coordinator(s) and MHPSS Manager(s).

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Design, develop and support the implementation of mental health and psychosocial support (MHPSS) activities in collaboration with the medical coordinator(s) of intervention in Ukraine, the chief(s) ) team and other senior managers and the headquarters health adviser.
  • Develop a supervision model for MHPSS programs, including any necessary clinical support, if the MHPSS program includes direct provision of counseling or treatment by licensed clinical psychologists/counsellors/psychiatrists.
  • Plan, monitor and evaluate Ukrainian Regional Response Program MHPSS programming objectives, indicators and results.
  • Collect, create and store MHPSS tools and guidance materials for MTI MHPSS programming.
  • Work with the MTI HQ technical team to recommend the guidance materials and MHPSS tools needed globally to support MHPSS at the country level.
  • Organize or facilitate MHPSS trainings for MTI staff and volunteers (trainings should include: Psychological First Aid (PFA), mhGAP, Psychosocial Support Awareness (PSS) and other relevant MHPSS trainings).
  • Assist in the implementation of HR functions related to MHPSS staff management (hiring and training) and provide training and capacity building to MTI staff and volunteers based on assessed needs related to MHPSS.
  • Ensure the quality of MHPSS programming in different locations and with local partners. Initiate and facilitate meetings for sharing, learning and continuous improvement of activities with local partners and other MHPSS actors.
  • Represent MTI at MHPSS coordination and technical working group meetings at regional and country levels, working group meetings and other partner coordination meetings and communicate relevant information to HQ staff and technical team.
  • Network and identify local MHPSS NGOs to partner with and/or support. Work with senior management to verify and establish partnerships.
  • Support the MHPSS Manager(s) to establish and maintain up-to-date MHPSS referral pathways for all program locations.
  • Lead the MHPSS sections of project proposals, donor and internal reports, including compiling and analyzing data, writing stories and analysis.
  • Ensure the protection of program participants and employees by promoting an environment of awareness and adhering to the provisions of the code of conduct for the protection of medical teams against sexual exploitation and abuse, the protection of children and vulnerable adults and the harassment-free workplace policies.

EDUCATION, LICENSES AND CERTIFICATIONS

Obligatory:

  • Master’s degree in psychology, social work, clinical counseling or similar field with 5 years of relevant experience (clinical counseling/educational psychology preferred)

Prefer:

  • Postgraduate training in public health
  • Valid practice license
  • Certification as a psychological first aid (PFA) and mhGAP ToT trainer

LIVE

  • 3+ MHPSS experiences in a humanitarian and/or development organization, including field experience
  • Experience in the design and implementation of MHPSS programs with experience in providing trainings and psychosocial support, preferably in community work
  • Previous experience with an international NGO or UN agency is required
  • Experience outside the home country is desired

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge

  • Knowledge of evidence-based practices in MHPSS programming in humanitarian contexts, particularly related to conflict and disasters
  • Knowledge of humanitarian principles and operations and project cycle management
  • Knowledge of the conflict situation in Ukraine and the current humanitarian response
  • Basic knowledge of the principles and current approaches to monitoring and evaluation in humanitarian programs

Skills

  • Communication skills via email, apps such as Teams and WhatsApp/Signal
  • Strong interpersonal skills
  • Project cycle management skills
  • Ability to build capacity and mobilize staff and volunteers to achieve a common goal
  • Relationship building skills with the ability to liaise with local and international partner agencies
  • Skills in data analysis and writing proposals and reports
  • Ability to use Microsoft Word, Excel, PowerPoint and Outlook
  • Skills in Ukrainian, Russian and/or Romanian desirable
