Together with the Teaching Profession Act, it aims to regulate the advancement of teachers in charge of education and training services in their career stages through their appointments and professional development.

According to the regulation, in which teaching is defined as “a profession of special specialization which provides education and training and related administrative tasks”, teachers will be required to perform these functions in accordance with the objectives and fundamental principles of Turkish national education and ethical principles of the teaching profession. Teachers’ working conditions will be adjusted to achieve the objectives set for improving the quality of teaching. Preparation for the teaching profession will be ensured by a general culture, specialized education and pedagogical training / knowledge of the teaching profession.

The qualifications to be sought in teacher candidates in terms of general culture, specialized education and pedagogical training/knowledge of the teaching profession will be determined by the Ministry of National Education.

Teachers will be selected from graduates of higher education institutions that train teachers and foreign higher education institutions whose equivalence is accepted.

The future teachers will be graduates of higher education establishments determined by regulation, in addition to the conditions listed in the corresponding article of the law on the public service, to be appointed teacher candidates, without prejudice to the provisions of the special legislation. In accordance with the law on security investigations and archival research, security investigations and archival research, as well as passing the examinations organized by the Ministry of National Education and/or the presidency of the Center for measurement, selection and placement will be sought.

The appointment period cannot be less than one year nor more than two years. During this period, the work station of the candidate teachers cannot be modified, except in case of necessity. Among special education teachers who have at least 10 years of service in special education and who are not sanctioned to stop their advancement, those who have completed the training program for school leaders for professional development, which is not not less than 240 hours, and who have completed the studies prescribed for the school head in the areas of professional development, can apply for the written examination for the title of school head. . Those who have completed their master’s studies, provided for the title of specialist teacher; Those who have completed their doctoral training will be exempted from the written examination for the title of head of establishment.

The periods spent in management of an educational establishment and in contract teaching will be taken into account in the calculation of the teaching period.
The title of teacher will be used from the date of approval of the appointment to this task by the supervisor authorized to appoint, and the title of expert teacher or head of school will be used from the date of issue the expert teacher/school head certificate. Those who receive the title of specialist teacher or school principal will receive a separate diploma for each title. Additional Indicators and Offsets

In cases where there is no provision in the law, the provisions of the Law on Primary Education and Education, the Law on Civil Service, the Basic Law on National Education and other laws not in conflict with these rules will apply.

With the amendment to the Civil Service Law, the remuneration for the education and training of those with the title of expert teacher and school head is being improved. The education allowance paid to specialist teachers increases from 20% to 60%, and the education allowance paid to headteachers increases from 40% to 120%.

The additional indicators of teachers working in the first degree staff are increased to 3600. With regard to teachers of other degrees, it is expected that adjustments will be made according to this increase. The additional indicator will be 3000 for second grade teachers and 2200 for third grade teachers, while 1600 for fourth grade, 1300 for fifth grade, 1150 for sixth grade, 950 for seventh grade and 850 for the eighth year. class. This article will enter into force on January 15, 2023.

With the amendment to the relevant article of the Decree-Law on Institutions Providing Private Housing Services and some regulations, it is expected that contract teachers will be allowed to relocate due to their safety and health excuses.

Since matters related to education, qualifications and the selection of teachers are regulated by this law, the relevant articles of the basic law on national education are repealed.
